In 2019, the first Electronic Monitoring Centre for former inmates now under house arrest was established in Iran. From then on, this measure of control has been increasingly implemented. Citizens monitor other citizen-inmates, such as very young women or elderly people who are subjected to an ankle-monitoring system that records each movement and prevents them from exceeding their assigned boundaries. With an essential gaze, the short film alternates shots of the Centre’s cubicles with footage from the city surveillance, through a gradually more claustrophobic and unsettling cut reminiscent of a modern-day Panopticon. But what if the surveillance mechanism breaks down? (T.P.)
